আইনমন্ত্রী আনিসুল হক বলেছেন, ফৌজদারি মামলার দুটি কারণ। একটি ভূমি, আরেকটি নারী।

সাভারে বাংলাদেশ লোকপ্রশাসন প্রশিক্ষণ কেন্দ্রে সাব-রেজিস্ট্রারদের বিশেষ বুনিয়াদি প্রশিক্ষণ কর্মসূচির সমাপনী অনুষ্ঠানে প্রধান অতিথির বক্তব্যে ফৌজদারি আইনবিদ হিসেবে বুধবার (১৯ এপ্রিল) তিনি এ কথা বলেন। দুই মাস মেয়াদি এই প্রশিক্ষণে ২৯ জন সাব-রেজিস্ট্রার অংশ নেন।

প্রশিক্ষণের আলোকে জনগণকে উন্নত সেবা দেওয়ার আহ্বান জানিয়ে আইনমন্ত্রী বলেন, সারা বিশ্বের মানুষ দুটি বিষয় গুরুত্ব দেয়। জীবন ও ভূমি। ভূমির সঙ্গে কেবল অর্থের সম্পর্ক নয়। এটির সঙ্গে পরিচয়েরও বিরাট সম্পর্ক রয়েছে। মন্ত্রণালয়ের সংবাদ বিজ্ঞপ্তিতে এ কথা জানানো হয়।

অনুষ্ঠানের পর সাংবাদিকের প্রশ্নের জবাবে তিনি বলেন, কোনো মেয়ে ১৮ বছরের আগে ও কোনো ছেলে ২১ বছরের আগে বিয়ে করতে পারবেন না। এটা হচ্ছে আইন। আইনের ‘এক্সেপশন’ থাকে। অনেক সময় জরুরি অবস্থা মোকাবিলা করতে একটা বিধান থাকে। সে রকমভাবে এই আইনেও একটা বিধান আছে। এটা ‘রুল’ না। জরুরি অবস্থায় অভিভাবক ও আদালত দুইয়ের সম্মতিতে জরুরি অবস্থার কারণে একটা মেয়ে ও ছেলে বিয়ে হতে পারে।
